Practical guide to increasing walking and cycling

Beyond Logic Consulting has developed a practical guide to increasing walking and cycling based on a thorough literature review of in excess of 70 academic papers, evidence reviews and guidance documents.  The approach is based on a “Cycle of Understanding” process which can be used when designing and implementing a behaviour change programme.
Included in the guidance is also a set of resources and tools including a checklist of behavioural effects which can be  utilised to improve the impact of programmes. 
Underpinning the guidance are clear lessons from the literature review which include:
  • changing travel behaviour is harder than it may seem;
  • there is no single solution since it is very context-specific;
  • significant change will require a coherent strategy involving an appropriate mix of 'hard' and 'soft' measures, which combine 'carrots' and 'sticks'.
  • behaviour and more importantly, the context in which it sits, does not remain static so something which has worked in the past may not do so now (this issue has been dramatically thrown into the light by Covid-19)
To achieve a substantive increase in walking and cycling requires a coherent strategy incorporating a bespoke mix of solutions which take into account the local context and the inherent nature of people:
