The Treasury is asking for ideas for the Autumn Budget and this was the Beyond Logic Consulting response:
  1. Prioritise mitigation and adaptation to climate change. For every policy this should be the top priority in order to minimise the economic and social costs of more extreme weather.
  2. Introduce and deploy a transport hierarchy giving priority to, in order: walking, cycling, e-bikes, bus/ tram, coach, rail, motorcycles/mopeds, EVs, ITC cars, planes. A practical application of this is the re-allocation of funds for road improvement schemes to active travel, bus and rail. The funds released from cancelling schemes such as A46 Newark Bypass, A38 Derby Junctions, A66 Northern Trans Pennine,  and Lower Thames Crossing can be re-directed to-
  3. a ‘Local Sustainable Growth Fund’ so local authorities can create green growth in their postcodes, taking into account local conditions and needs.
  4. Find a way of increasing the tax revenues from millionaires and big corporations which currently avoid paying their fair share.
  5. Ensure new housing and commercial properties are fit for the future and are designed to work with both heat and cold, and promote car free living and working.

Thank you for taking the time to submit your representation ahead of the Autumn Budget 2026. Please be assured that your representation has now been registered with HM Treasury.
